badly needed to meet the University's urgent requirements,
has
had to be diverted to form a set off against money due for bene-
fits actually received by the holders of the Chinese Government
Scholarships.
It is stated in the first paragraph of the attached
memorandum that on the 16th August, 1924, the Wai Chiao Pu wrote
to the University referring to a letter they had received from
the Ministry of Education which stated that steps were then being
taken to raise the sum of $54,700, the amount outstanding on the
31st August, 1924, for the Peking Government Scholarships, and
that as soon as the money had been raised it would be paid to
the University. No payment has ever been received.
Your Lordship will also see from the memorandum that
Sir Edward Stubbs wrote a dispatch with regard to these debts
to His Majesty's Secretary of State for the Colonies and that
this dispatch was communicated by the Colonial Office to the
Foreign Office with the result that His Majesty's Secretary
of State for Foreign Affairs undertook to put the matter before
the Boxer Indemnity Committee.
Might I venture to remind Your Lordship and the
members of the Deputation that these debts are still outstanding.
